Maybe, check into buying soil from the locals. Even out in the middle of nowhere, there could be farmers, gardeners, growers, etc. selling good top soil, manure, etc. I would think these are common/basic commodities in most rural areas. Or if you are in a farming area (or oherwise), take some topsoil from a fertile field (ones left fallow might be even more fertile); maybe mix in some other, such as from forest floor (Ask an expert).
For cheap fertilizer, I recall seeing good results here on AFN with someone using common tomato fertilizer. Or like TaNg's newer schedule, just use a reliable full-spectrum base bloom fertilizer, such as AN Sensi Bloom A&B, which should be a good investment.
