Only other thing I thought was the light is too close but have it at 20” above the top of the plant

Shouldnt be an issue at that distance. Get her feeds regulated and she should pick up. Are you watering to run off every time or a set amount??
I’ve never noticed any run off except the odd wee bit out of the holes in the pot on the side. Just give it a litre every time the soil has dried out. About 3/4 days usually
I still think that's too little from my own experience dude but as I say I'm no expert. I would have thought a litre every 2 days to 3 days max at that size and stage of life.. has she ever been perky?? Like have her leaves ever been reaching for the light??

Move your light up to 24 inches. Are you letting the soil dry out before watering again?Looks like she is over watered that's why she is drooping.Are you ph'ing your water? and are you using cal/mag?Try feeding every other watering and let soil dry out slightly between waterings
