Grow Mediums Question about Nutrients, water, and when to ph

When do you add the nutrients?

I have heard water also comes out about 7.0 but I have flora 3 part so it doesnt drop nor rise my ph, I've tried vinegar but after the first 24 hours my oh always jumps high as hell. I just invested in some powder citric acid so I doubt ill have an issue or switch nutes just wondering out of curiosity

I use RX Green Solutions. I had a chuckle this morning because i actually guessed the PPM and final PH of the solution i was mixing.
