So I'm going to make the switch to DWC I think. I cant tell what % strength this feed schedule is based off of. The image i added says 1/4th teaspoon of each, flora micro, flora grow, and flora bloom for week 1, and then up them to 1/2 teaspoon for week 2 and 3. Are these good %'s to follow or should I start week 1 with less than 1/4th strength in the rez?

Make sure you have big enough reservoirs, at least 5 gal/plant.
ppm pen, pH pen, and temp/humidity meters are required.
Dosing fertilizer by the tsp might work when mixing fresh solution, but between res changes you won't know how much the plants are eating, and how much more to add.
Only ppm measurement can do that.
BlueLab ppm pen is great.
Get a couple of cheap pH pens on amazon because they wear out quickly.
Autos do best when using 1/4 to 1/2 nute pushers' recommendations.
Seedlings need to be fed ppm < 100 under low light until they are established.

Right, so should I be top feeding the rockwool cube until the roots touch the res water? If so how often?

There is no right or wrong.
Just make sure the cubes stay slightly moist.
I feed mine 50-90 ppm nutes for a few days until they are established.
It's amazing how little food these weeds need to thrive.
Next time consider planting seeds directly into Rapid Rooters.
