that is normal for fan's to be controlled by veg switch, since most people would want full-spectrum during flower and the idea of flipping switch also increasing your overall power with both switches on. My light is same way and I do not use Mars.
 
Open it up and attach leads to fan from the other switch also. Cost about $2 in wire and 20min of time.

Very easy to install a switch that could run the fans anytime you want .just separate the circuit from the LEDS. Only thing I'd worry about is you putting it onto bloom and forgetting to switch fans on. Sounds like you want fans all the time though? So wouldn't be an issue . If you're going to the hassle of splitting them apart though my preference would be having control of them via switch mounted on the casing somewhere .You could even have a 2 stage switch if you wanted which would kick in one fan on first position then next fan on second etc if you want to get that kind of control. If you're not electronically minded I'm sure you have a mate who is .? really simple job that needs hardly anything apart from a switch ,solder and decent wire.

Thats why i suggested wiring fans to both switches, rather then add more. Like how a hallway light at home can be operated byt switch at top and bottom of staircase

dont need to add any more, just pull leads and tie in other switch to fans

Thank you for your review, about the fan, there are already some customers told me, and I told our tech team, they already improving the lights.
I don't find anything wrong with the light that way, unless someone plans to use just the bloom switch am not sure why they would want just that. I'm sure it can be wired so it will work weather either switch is on, but unless you plan to use the bloom switch alone I don't see the point I think full spectrum would be a better choice and if just extra red is wanted it can always be added....imo
