I'm not an IT guy but it seems to me his service could meter the traffic and give him what he needs.

Don't think it works like that only because he is likely on server with other sites so there is only so much traffic it can handle. He needs higher plan so they can put him on a different server but then he has higher costs when he only needs it for short periods of time.
