New Grower When to give nutrients?

I currently have fox farm trio and my babies are a few days old
the soil(black gold natural and organic) is 0.5 0.0 0.0

big bloom - 0.01 0.3 0.7
grow big - 6 4 4
tiger bloom - 2 8 4

should I give any early due to the low content of nutes in the soil?

Because you are using a soil that already has nutes in it, to some degree, I would opt for waiting longer rather than risk over fertilizing a small plant. I would start using 1/4 recommended after 2nd full leaf comes in, depending on the condition of the plant and the color of the leaves, if they are dark green and growing fast, its getting what it needs.
 
21 days then see what they look like.
 
I'm in cocoponics, and have started feeding with 1/4 strength nutes as soon as first true leaves look good an big ish. Do that for a week or see and then I move um up to 1/2 strength. However, this latest grow has taught me less may be more.
 
From what I understand the first couple weeks, she is setting out her roots.
I recently saw a show 'talking to plants' or some such, that gave an analogy of root growth as an animal foraging. The root tips move out looking for a patch to feed, when they hit a good spot, the growth slows while it absorbs that patch, then it moves on again.
My unreseached theory is that feeding too early discourages potential root growth. Along with the other potential danger of nute burn.
I wouldn't even think about adding nutes for at least two weeks, if not three.
Make them work for their dinner now, and they will be stronger and healthier down the stretch.
