New Grower When to start counting the days?

So as the title says when someone says they are X amount of days in does that mean from germination? Or do you start counting when they first come out of the ground? Or do they still get that one week grace period as seedlings?

I start counting days from the day the sprout breaks through the soil.

With photosensitives it seems like many people talk about "n weeks of veg" which doesn't count the first seedling week. But, with autos it seems like people talk in terms of weeks (or days) since sprouting.
