Lighting 150w HPS VS 96 T5 VS CFL

Question

For a space that was 3 feet by 1.5 feet by 2 feet(height)

Would you recommend a 150 HPS, 96 watts of T5 or CFLS?

My cousin is growing 1 plant with cfls (92 actual watts surrounding the pot itself) and it has been growing extremely slow. Only about 2 inches in 2 weeks.

You got the ventilation for 150hps in that little space? It's gonna get hot in there! I'd go with the hps if you can vent it properly! Get the hood you can attach the duct to with a flange and extract that heat out of the hood!
I'm a led fan but hard to get one to cover 3 ft width with their angle and that short height!

It will give you a decent spectrum and keep the heat low. Make sure you go with a legit company though. Seen a lot of people get their ass burnt with Chinese shit!
What kind of cfls you thinking about?
 
A 150 hps covers 1.5 feet square perfectly, so two would rock it in there. Another setup could be one 150 in the middle of the tent with a couple of 6500 k cfls on each side to balance out the spectrum.

It's been my experience that 2 feet might be too short for LED lights, but I could be wrong.

It sounds like your cousin is having more problems than lighting. Even under light CFL coverage he should be getting more than an inch a week growth. Have him/her join up to get some advice.

I would use CFLs, if he is only getting 2" in 2 weeks he das something else going on. I grew a berry rider that got 44" tall in 70 days under 6 26W CFLs with not reflector. If you don't have enough light they will at least stretch and get lanky.
 
You should still be able to get close to 1" a day when they start to explode with growth.
 
If you run CFLs I would run 156W not 96 unless your doing something smaller like a PC grow box.
