Lighting 150w HPS VS 96 T5 VS CFL

This issue with slow growth has been recent, before they would be growing quick with a few cfls. During summer, he would start them indoors (slow growth) then place them outside and they would do fine.

But before he would start them indoors with cfl's and they would grow at a fast rate. But I think recently he's been boiling the soil to kill anything eggs/pests could that be the reason?

i grow with about 6 42watt 2700k and 1 100watt 2700k and 4 42 watt 6500k. been doing fine for me. but now im looking to get the most out my lights, cant make up my mind on hps or led so many good choice's.
