Lighting General lighting guidelines?

Is there a general rule of thumb when it comes to light/Klein/watts/lumens to space ratio? I've read some posts on here and I'm not sure I understand it completely. My grow room is roughly 4'x8' with 7' ceilings and I have 6-32 watt, 6500k t8ho, 4ft tubes, and 12 40 watt, 6500k cfl's. And then I plan on using the same fixtures and amount of bulbs but with 2700k come flowering time. Does this work?
 
A good general rule of thumb is 50 watts per square foot in veg and 60+ in flower. It looks like you've got a total of 672 watts, so about 21 watts per square foot. Not near enough to get the most out of your plants.
 
When I'm buying cfl's and I'm wanting 50 watts psf, do I add what the actual wattage of the bulbs are, or do I add the equivalency?
