These are for flower, it doesn't have to be 26 watt, but that's generally the biggest commonly available in stores like home depot and walmart. Make sure they're 2700 spectrum (warm white) should appear yellowish rather than blueish light. I'd buy like a 6 pack, and several "pie plate" clip lights (usually $6-$10, ikea sells them cheap too, as well as home depot) that way you can move them around as needed.

Also i havent noticed any difference in the size of the top leaves for a few days now, could it be stunted?

Plant been droopy for a few days now because the roots aren't getting enough oxygen i think, It seems to be still growing though it grows a new node thing every day or so but the leaves aren't really getting any bigger. Does anyone know when I should expect her to flower?( Day 18 from seed now ).

Yes, I see one pistol on that first pic.What type of soil mix are you using? Looks like sandy clay loam, not the best for autos.
