In your scenario I would try one of a few things. I would topdress with peat moss, mixing in to the top 2 inch or so. I am not really sure if the peat starter plugs are good for that or not. Then I would add some fertilizer mixed for azaleas, rhododendrons, or blueberries. They have cottonseed meal, the nutes you need anyway, and will help lower the pH. If that wasn't enough after a 2-3 watering I would add a teaspoon of vinegar to the next feed. If it still wasn't enough I would go for the big guns and add a sulfur product. I've also heard of people using brewed coffee, I would make a weak batch of coffee and try that too. It's been a long time since I needed to lower a pot pH, my water is over 7.
