Root growth under mulch?

I’m new to organic growing. Using CoM Stonington mix, 3 gallon bag. About a week ago I put down some torn up newspaper as make-do mulch, not very thick. I noticed today what I assume is just root growth at the soil surface. Is this cool? Anything to worry about using newspaper as mulch?
