How much warmth should be there ? I already live in warm climate .. standard temperature here through out the year fluctuates between 20 to 30 Celsius or 68 to 86, mostly remaining in mid ranges .. so do I need a heating pad ? or warmer area to put the germination dish ?

Plenty of growers place their shot glass on their warm satellite/cable receiver etc. I use the warming pad that is only about 3"- 4" wide and about 20" long. The bigger more square warming pad brought far far too much heat for my seeds. The idea is warmth coming from below. Your 68-86 growing temps are a different situation.
 
You'll be totally fine with a DIY cArbon filter using aquarium cArbon. ... Its all the same stuff that phresh or can filters use. I've used them before with some stinky assed plants and they did exceptionally well. When I made mine, I took all my carbon and divided it into 2 halves. One half i crushed into a more fine existence and the other i left just like it came then mixed them well before it went into the filter housing. I won't comment on the seed germ subject seeing how you've got the answer you need there already... It really isn't as complicAted as you may think. You just keep them wet and keep temps as close to 80 degrees Fahrenheit as you can and they'll pop in a couple days as long as the seed isn't dead

sorry, can't comment on the air filter.
I grow outdoors, with some indoor in the windowsill to either pregrow for outside, or for seeds(like I'm doing now. a plant behind a window in winter can yield enough mature seeds, and I get an extra generation in a year)
so I've never used an air filter.

btw, about temp and germing, since I see some people talking about temp now: temp does matter for germinisation, but as long as you're within the right range, it only affects the speed.
so make of that what you will, but for me it means I don't worry about temp at all, since I don't care if it's maybe a day slower at room temperature as at optimum temperature.
