For better coverage, better penetration, splash resistance, better driver, more watts and less heat ( virtually 0) than the Mars TS3000, you could get 2 x SP250s. Highly recommended.

$250-300 per SP250 I think.

That budget is hard for a 4x4. The only option is Mars ts3000 or Meiju/Kingsbrite. Otherwise every 4x4 light configuration is over his budget.
There are deals to be had everywhere. I will work with that budget. fwiw I bought my Apollo 12 off kijiji with 90 days runtime on for $300

My friend has finally come to his senses and is going to stop supporting dispensaries and start growing his own.
He is starting out fresh and has decided a 4x4 for now.
Need A good light and budget of $600 Canadian.
He will also be buying everything else if that makes for better light deal.

Thanks everyone.

There are plenty of options out there for 600cad. I’m sure I shouldn’t be here saying what I’m saying but I can’t help it. There are a few replies mentioning an epistar powered led. The real quantum board uses Samsung leds. The fact has always been the light source itself and power it receives determines the efficiency. By taking the same cheap epistar led and labeling it as a quantum board is basically a bait and switch. It’s like taking a 4 cylinder and sticking it in a Ferrari. It’s not a Ferrari. If you wanted to go the cheaper led route which I don’t disagree on id skip the new (fake) name and just use their older $89 specials. Same leds with a much lower cost.

I guess it depends on what you mean by a good light for a deal lol. I'm always for DIY but your buddy is a beginner.

The 4pk of cobs is probably the most quality brand new though in that price range without deals despite the footprint being for 3x3.

Is he going to be growing autos?

Yes that is his plan.
