Lighting E 27 400W BULB

I have found in my local hardware store a 400 Watt 6500k CFL bulb. It has an E 27 screw in fitting that will fit any any household light socket. Will this bulb need a ballast?
 
Is it 400w actual or 400w equivalent which would make it 80-90 w actual. Package may state if it is self ballasted.

Its 400 w equivilent, 80 watt actual. All the packaging is in TURKISH
 
If I get this bulb it will be for vegging seedlings placed in a 2ft x 2 ft 4 inch grow space hung horizontaly in a reflector. Will this be suitable or would 10 40 watt bulbs be better.
 
Im with you on the lazy bit, Im mainly asking is 400 w enough for this space? Also its only 16.25 lumens per Watt whereas the 40w bulbs are 162.5 lumen per Watt.. Is this only how efficient they are or does this affect growth?
