hi a little problem with my grow HELP !!!

hi guys
so heres the score my plants sit under an apollo 4 at around 70 cm in distance soil light and fluffy + perlite water correctly adjusted temperature is at 25 degrees not over fed planted in pots i soaked then left at room temp for 24 hrs humidty im juggling between 40-60% so my seeds start off great then they reach around 5 cm tall and just dont do anything no growth looking healthy but nothing please if anyone can help give advice would be greatly appreciated

Top growth is slow at this point because there consentrating on root growth.They will pick up speed with each new set of leaves.
