New Grower Is a 15w Halogen Flourescent light ok for seedling or put straight under 600W HPS?

Would this light be okay for starting out a seedling or should I put her straight under the 600w HPS at max height? And what would that maximum height be fora seedling that small and for how long?

Iwould use the 600w hps at 3ft to start and if she starts to stretch move it closer.
