I'd say effective yes, the outdoor and indoor ones recently were plain water grows only.
Outdoors we did two tabs per 15 liter pot, seemed to provide well from 2.5 weeks old transplant until completion. (In amended soil)
Indoors I sunk just one into a 12 liter pot, as a trial to see if it would sustain them as a last minute solution, and it did the trick.

We'll be using them strictly now I think.cheers!
