New Grower Pre watering soil

So I have 2 COTC narcotherapy beans germing.. 2 11L pots loaded up with plagron light mix.. and patiently waiting for a tap root :) iv read people talk about pre watering their soil but no1 seems to go into detail.. is it the norm to pre water before planting the beans?? When you say pre water does it mean soak through to run off?? Just wet your top few inches of soil?? Don't pre water at all?? Anyone chip in with their way of doing things on the pre watering front??

This is my 2nd grow and I didn't pre water first time, just planted the bean covered er up and sprayed some water around it with a spray bottle.. worked out ok but can't help thinkin pre wet soil mite work better.
 
I water my soil 24-36 hours before I plant my beans and then place them in my cabinet.

The frst reason I do this is to test the pH of the runoff before the beans gets planted. The second reason is that in the cabinet 24-36 hours the top 1-2" dries out a bit but the bottom soil stays fairly wet for a few days. When I plant I just move the top 1" or so around with my finger (to loosen/fluff) the soil, make a 3/8" depression and then lightly cover the seed with soil. Then I do periodic misting.

I've convinced myself that this works well as the seed's topmost soil is moist but not wet and the tap root chases the higher moisture content down which I believe is a good thing.

This is what I do, others may and probably do have a different way.
 
Both Narcotherapy beans cracked in 48 hours.. keeping up my 100% germ rate (from 8 seeds lol) paper towel method.. in a plastic food container with cling film over the top, few small air holes, top of the tent catching some tent heat and bingo.. I just watered a half litre plain water per pot an stuck em in.. soil felt fine with half litre through it, not soaked but not dry.. pots covered with cling film and into the tent cupboard where its nice and warm and dark :) I'm going to try and do a journal on these babies but it'l just be as and when rather than set days due to the hectic schedule of life!! Pics to follow when they sprout.. gonna have a first go at LST (with pipe cleaners) to keep them nice and low an even.. heres hopin all goes well and some tasty shizzle is the result.. lets go narco :)
