I don't think there is any way to get rid of them in soil without resorting to chemical methods. Allowing the soil to dry out between waterings, like sofa said, is going to drive a bunch of them off but it isn't going to kill them. Looks like they are attracted by high humidity environments and feed off decaying matter in soil.
