New Grower 18l fabric 'dirt' pot.. watering

Have 2 think diff in these pots, wanted to water to run off but 2.5L in still no run off.. these r big pots but at this rate it cud take 3.5/4L to get the run off.. does this sound normal?? Maybe some1 has used the 11L pots and found similar?? Any help much appreciated..

Forgot the 2nd question.. :Sharing One: my 2 think diff r about 22 days.. I have 2 sweet skunk as well.. same age.. all look beautiful green and healthy, strong stalks and v bushy.. but height is between 8 and 10".. does that sound normal height wise?? Just started OT grow 1ml/l around 4/5 days ago..
